If the city sewer pump stations had no electricity and started to back up, where are you gonna GO ?
I had a perfectly good septic system, until the city pretty well forced me on city sewer.
In my case, I am the highest house , by far, in the neighborhood, which may allow me more time to flush by hand. It may be bad for a neighbor that I am, as it could cause the sewage to flow into their house [gravity].
It also could be a weapon I have if, let's say, they were one of those that was a problem.
Either way, and for however long you may have inside facilities, even if you are still on septic, you will need to conserve water. I think you should have an ample supply of Pine-Sol, Lemon Disinfectant, or similar, to 'treat' the water in the bowl so you have multiple uses before a flush. Or even to use in a bucket. You may not, depending on circumstances, be able to always go outside to dump the bucket, pee on a tree, or squat.
Hygiene will always play a roll in survival.

Baby wipes also. They are not expensive. Dollar General, walmart, anywhere. Get a container every time you shop, and your wallet won't feel it. Water may be in short supply. You must remain clean to ward off disease and infection. Shampooing your hair may be problematic but much less important than the rest of your body on a daily basis. A cotton towel and water will only breed bacteria over time, and in a short time. Baby wipes can be discarded, and a fresh one used each time.
